American Small Business founder and president Lloyd Chapman has been a tireless advocate for American small businesses and small businesses owned by women, minorities, and veterans for over 35 years. He has won a record 110 Freedom of Information Acts legal battles in federal court to expose rampant fraud and abuse in federal small business programs. His research has prompted over a dozen federal investigations and over 100 investigative reports into fraud in federal small business programs. The Government Accountability Office launched the first investigations into to fraud in federal small business programs based on information Chapman provided in 2001. That investigation uncovered over 5,000 large businesses were illegally receiving billions in federal small business contracts. He has testified before Congress and written pro-small business legislation that has been introduced into to Congress on three occasions.
Northern California Federal District Court Judge Willian Alsup described Chapman’s American Small Business League as being in a “David and Goliath battle against big government and big business.” Entrepreneur Magazine compared Chapman to a “modern-day Cezar Chavez for small businesses.” Chapman has been successful in redirecting billions in federal small business contracts away from Fortune 500 firms and back to legitimate small businesses across the country.
